Yeah I know it sounds like a pipedream, but this guy's got some great tips that may help you.

Hey I tossed PPPBoost in favour of MTUSpeed which is a much better app with far more options and help etc. The difference was amazing I swear.
This is what I did:

I installed MTUSpeed and chose the optimal settings (with no RWIN) I then tossed the line in my .cfg files which read "rate = 2500". I'd read a while ago that if you reduced the rate to this amount (from the default of 25000) it would improve your net play because it did not expect packets as often. However I kept seeing lots of orange lines in netgraph when ever the hyperblaster was used and game play went very jerky. I recently learnt that reducing rate is a constriction, can't handle the hyperblaster and thus drops packets intentionally. I also set maxfps to 30 to reduce the problem that occurs when Q2 is trying to draw frames faster than it receives packets, causing a jerky feel.

Well, after setting rate back to the default I never saw an orange line in netgraph, even in the middle of mass battles that included hyperblasters.

I can't believe how smooth it's become.My ping stayed below 150 on a 28.8 v.34 modem COOL!!!

I tried some of these tips including using pppboost, but on the default settings. And I have to say my connection seems more consistant now. I can see the difference in the netgraph function in Q2. Before there were lots of hills but now it's much more level. Cool!
